Because damage mods are addative while Bane mods are multiplicative. If you have serration and heavy caliber, you're doing 100% + 165% + 165% damage for a total of 430% damage. Blaze is a mandatory mod for every shotgun build, it does not replace Sweeping Serration in any way.
